PROBLEM TO BE SOLVED: To improve safety in using a biometric encryption system.SOLUTION: A SIM card 10 comprises: a key generation unit 11 for generating a set of a secret key and a public key; an encryption unit 12 for encrypting the secret key by using a common key held by the SIM card 10 to generate an encrypted secret key; a first coding unit 16 for coding collation biometric information by using a first code word to generate coded collation biometric information; a first coding/decoding unit 17 for decoding template collation result data by using the first code word to generate decoded template collation result data; and an encrypting/decrypting unit 14 for executing, by using the common key, decryption on the decoded template collation result data.SELECTED DRAWING: Figure 2
