PROBLEM TO BE SOLVED: To provide a working state monitoring system capable of determining the propriety of a state of safety equipment according to the position of an operator, a working state monitoring method, and a safety belt.SOLUTION: A working state monitoring system 1 includes an acquisition unit 131, a determination unit 132, and an output control unit 133. The acquisition unit 131 acquires information for specifying a present position of an operator, and information for specifying a state of a safety belt 10 worn by the operator. The determination unit 132 determines the propriety of the state of the safety belt 10 based on a determination criterion which differs according to the present position of the operator. The output control unit 133 outputs an alarm when the state of the safety belt 10 is determined to be improper.SELECTED DRAWING: Figure 1
