PROBLEM TO BE SOLVED: To provide a new technique to be applied when advertisement moving image data is submitted to a broadcast station by using a file-based medium or communication network.SOLUTION: A manuscript submission server 10 includes: a reception unit 22 for receiving first search conditions; a first search unit 15 for searching for a meta-data storage unit 14 that stores CM meta-data included in a CM (commercial) raw material file and outputting CM meta-data meeting the first search conditions; an acquisition unit 17 for acquiring code information indicating a code to identify the CM raw material file; and an association unit 18 for associating the CM meta-data retrieved by the first search unit 15 with code information or information indicating a storage destination of the code information.SELECTED DRAWING: Figure 2
