PROBLEM TO BE SOLVED: To make it possible to easily improve a speckle cancellation effect with a speckle cancellation element.;SOLUTION: A speckle cancellation element is provided, on at least one surface of principal faces of a disk-shaped substrate, with fine structure areas having a fine structure that causes a phase difference in light made incident on the surface.
