PROBLEM TO BE SOLVED: To provide a base material for a cemented carbide tool which can increase in strength.SOLUTION: A manufacturing method of a base material for a cemented carbide tool includes: a process (a step S1-1) of obtaining mixture by mixing metal carbide powder containing tungsten carbide powder, cobalt powder, and at least one of titanium powder and aluminum powder; and a process (a step S1-2) of sintering the mixture. A sum of the titanium powder and aluminum powder is 3.0-7.0 pts.mass with respect to 100 pts.mass of a sum of the metal carbide powder and cobalt powder.
