PROBLEM TO BE SOLVED: To enable intra-prediction capable of enhancing encoding performance and subjective image quality and increasing the processing speed at a high bit rate.SOLUTION: There are provided means for deriving filter use information by determining based on intra prediction mode information and block size information whether or not an intra smoothing filter is applicable to a reference pixel signal, means for acquiring a quantization parameter to be used for a block as a processing target specified by decoded pixel position information, means for reading and setting a threshold value for a quantization parameter from a predetermined table, means for comparing the acquired quantization parameter with a threshold value, and correcting the filter use information so that the number of intra prediction modes to which the intra smoothing filter is applied is reduced when the quantization parameter is small, and the number of intra prediction modes is increased when the quantization parameter is large, and means for implementing the intra smoothing filter based on the corrected filter usage information.SELECTED DRAWING: Figure 5
