PROBLEM TO BE SOLVED: To provide a coordination service by constructing, as a package, the coordination service combining various communication services of a plurality of wholesale service providers in response to an order request from a communication service provider.SOLUTION: An inter-business operator package service construction device 30 provides, in response to an order request for communication service use from a terminal 21 of a service provider 20, a package of one or more communication services different from each other publicized by communication services API 41a, 51a, 61a by the wholesale service providers 40, 50, 60.
