PROBLEM TO BE SOLVED: To provide a concrete for pavement less in generation of initial crack.SOLUTION: The invention is a modified fly ash-containing concrete for pavement having a unit water content of 130 to 170 kg/m, a water/cement ratio of 36 to 50%, and containing a modified fly ash with ignition loss of 1 mass% or less of 50 to 150 kg per 1 mof concrete. The concrete for pavement has preferably the content of SiOin the modified fly ash of 45 mass% or more, more preferably a Blaine specific surface area of the modified fly ash of 1500 to 10000 cm/g or the like.
