PROBLEM TO BE SOLVED: To provide a nuclear reactor containment cooling system and a nuclear power plant each of which can be started by a static method not by a dynamic method such as valve operation or pump starting.SOLUTION: There is provided a static nuclear reactor containment cooling system that comprises: a steel nuclear reactor containment 10; a biological shield wall 22 arranged outside the nuclear reactor containment 10; a containment cooling area 6 which is formed so as to have airtightness between the nuclear reactor containment 10 and the biological shield wall 22; a containment cooling water pool 5 which is formed by filling water into the containment cooling area 6; a heat exchanger 1 which is arranged outside the containment cooling area 6 and located above the water level surface of the containment cooling water pool 5; upstream piping 2 for connecting the upper end of the heat exchanger 1 with the containment cooling area 6; downstream piping 3 for connecting the lower end of the heat exchanger 1 with the lower area below the water level surface of the containment cooling pool 5; and an external open line 4 which has one end side of the line connected to the upper area of the downstream piping 3 above the water level surface of the containment cooling pool 5 with the other end side of the line opened outside the containment cooling area 6.
