PROBLEM TO BE SOLVED: To provide an electrode for water electrolysis having high water decomposition efficiency.SOLUTION: Provided is a method for producing an electrode having a co-catalyst layer for decomposing water using light, including the following steps: the step (a) where a catalyst layer containing either one kind selected from the group consisting of niobium-containing acid oxide and niobium-containing nitride is incorporated into the conductive main face of a surface; the step (b) where a transition metal oxide layer is formed on the catalyst layer in a rare earth atmosphere containing oxidizing gas impurities to obtain a laminated body including the substrate, the catalyst layer and the transition metal oxide layer; the step (c) where the laminated body is immersed into an electrolyte aqueous solution; and the step (d) where a positive potential is applied to the laminated body in the electrolyte aqueous solution to change the transition metal oxide layer to the catalyst layer.SELECTED DRAWING: Figure 2
