PROBLEM TO BE SOLVED: To provide a seismic energy absorption device for securely absorbing seismic energy by exerting deformability caused by a beam material while keeping structural resistance without damaging a column material, and a seismic energy absorption frame comprising the seismic energy absorption device.;SOLUTION: A seismic energy absorption device 1 comprises: a deformation absorption part 6 for absorbing deformation of a device body 2; and deformation resistance parts 7a, 7b for resisting deformation of the device body 2. The deformation resistance parts 7a, 7b are provided at positions at which direct stress concentration from the deformation absorption part 6 to a column material 11 is avoided.
