PROBLEM TO BE SOLVED: To provide a hair dyeing composition and a method for producing thereof which exert a reduction effect of ammonia odor, hair damage, and scalp irritation.SOLUTION: There is provided a hair dyeing composition containing a first agent and a second agent, in which the first agent contains cetearyl alcohol, behenyl alcohol, polyoxyethylene octyl ether phosphate, polyoxyethylene oleyl ether phosphate, mineral oil, and a base agent selected from the group consisting of two or more kinds of mixtures out of these by 5 to 30 wt.%; monoethanolamine, ammonia solution or an alkalizing agent selected from the group consisting of the mixtures by 5 to 25 wt.%; a coloring agent by 0.01 to 2 wt.%; and solvent as the rest, and the second agent contains polyoxyethylene oleyl ether phosphate, cetearyl alcohol or a base agent selected from the group consisting of the mixtures by 1 to 10 wt.%; an oxidizer by 12 to 20 wt.%; a pH regulator by 0.1 to 1 wt.%; and solvent as the rest.SELECTED DRAWING: Figure 3
