PROBLEM TO BE SOLVED: To provide a method capable of accurately estimating allowable pull-out strength upon pulling out an anchor member with a large-diameter head part buried in a solidified short fiber-reinforced cement-based material.;SOLUTION: A value calculated by dividing an actual measurement maximum tension load Pt acquired in a pull-out test of an anchor member 1 buried in a solidified material 2 by an actual measurement tension strength uσt acquired in a tension test of the solidified material 2, is substituted as an effective horizontal projection area Ae for an equation (2) to grasp an estimation breakage angle θe in advance based on a condition of the pull-out test, and when allowable pull-out strength Pe is estimated, an equation (1) for which the grasped estimation breakage angle θe is substituted is used: Pe=Φ×uσt×Ae ... (1); Ae=π(L/tanθe){(L/tanθe)+D} ...
