PROBLEM TO BE SOLVED: To provide an air-entraining agent for cement-based material capable of adding good air-entraining property to the air-entraining material and enhancing pulverization efficiency of a cement clinker or the like, the cement-based material having good air-entraining property and excellent in strength and obtained with enhanced pulverization efficiency without using two kinds of chemical admixtures of the AE agent and a pulverization auxiliary agent by using the air-entraining agent without a so-called AE agent and a manufacturing method therefor.SOLUTION: The air-entraining agent for cement-based material contains triethylene glycol monomethyl ether and/or triethylene glycol butyl ether, the cement-based material contains cement and the air-entraining agent and triethylene glycol monomethyl ether and/or triethylene glycol butyl ether of 0.01 to 0.05 pts.mass based on 100 pts.mass of the cement.SELECTED DRAWING: None
