PROBLEM TO BE SOLVED: To prevent reduction in accuracy of estimating a click rate.SOLUTION: A distribution server 10 calculates feature quantity of an image with a history selected by a user, by use of a learning unit that calculates feature quantity from an image. The distribution server 10 generates a user estimation model 17 for estimating attribute information of a user having selected the image, from the feature quantity of the image, on the basis of the calculated feature quantity, and the attribute information of the user having selected the image. The distribution server 10 can estimate accurately the user attribute information even when attribute information of the user who receives an advertisement, such as cold start state, is unknown, thereby improving the accuracy of estimating a click rate and appropriately selecting an advertisement to be distributed.SELECTED DRAWING: Figure 1
