PROBLEM TO BE SOLVED: To resolve a problem as a hydrophilic coating no exhibiting hydrophilicity when a manufacturing environmental moisture increases during manufacturing a coating film by using a hydrophilic coating.SOLUTION: There is provided a hydrophilic coating composition containing a compound having at least one anionic hydrophilic group and at least one methacryloyl group in a molecule (a), a compound having two or more ethylenically unsaturated groups in a molecule (b) and a volatile compound containing an ethylenically unsaturated group and a hydrophilic group in a molecule and having smaller molecular weight than that of the compound (a) (c), and having a ratio of material weight of the compound (c) to the sum of the material weight of the compound (a), the compound (b) and the compound (c) of more than 0.11 and less than 0.99.
