PROBLEM TO BE SOLVED: To provide a voting processor, a voting processing method and a voting processing program capable of preventing a user from forgetting to take out a medium containing a voting ticket, change and refund money from the voting processor which executes ticket issue processing of the voting ticket and refund processing of refund money.SOLUTION: A voting processor 100 for executing ticket issue processing of the voting ticket and refund processing of refund money comprises: pulling-out detection means 301 for detecting pulling-out of a medium containing a voting ticket or cash; imaging means 302 for imaging a face image of an operator who operates the voting processor; face orientation acquisition means 303 for acquiring an orientation of a face of the operator, based on the face image imaged by the imaging means; and message output means 304 for outputting a voice message or a screen display indicating that the operator forgot to take out the medium, when the pulling-out of the medium is not detected by the pulling-out detection means, and it is determined that, the orientation of the face of the operator is changed from a front-viewing orientation facing the voting processor, to an orientation being oblique by a prescribed angle.SELECTED DRAWING: Figure 3
