The present invention makes it possible to suitably and flexibly formulate a regional security plan. This security assistance system is provided with: a map database 21 which stores a map including the locations of power consumers C and the locations of electric poles P; a usage amount database 22 which stores usage amount information indicating the amount of power used by each consumer C during each predetermined time interval; a coloring task 26 in which a color associated with the power usage status of each consumer C for each predetermined time period is applied to the image of the consumer C on the map for that predetermined time period, on the basis of the map and the usage amount information; and a display unit 25 which displays the results of execution of the coloring task 26.
