PROBLEM TO BE SOLVED: To provide a water-repellent material composition for suppressing freezing of a pavement surface, which facilitates construction and which suppresses cut-back of the pavement surface after the construction, a freezing suppression pavement body, and a method for suppressing the freezing of the pavement surface.SOLUTION: A water-repellent material composition for suppressing freezing of a pavement surface includes a water-repellent component containing water-repellent particles and a binder resin for dispersing the water-repellent particles, and an application liquid component of an organic compound to which the water-repellent material component is added. The application liquid component content in the whole quantity is in a range of 20 mass% to 45 mass%.
