PROBLEM TO BE SOLVED: To provide a technology for objective energy-saving potential evaluation by uniform standards.SOLUTION: An energy-saving potential evaluation system includes: a data input section 110 which inputs a production quantity/processing quantity index and an energy consumption quantity index; an energy consumption rate calculation section 120 which calculates an energy consumption rate for unit period; and an energy-saving potential calculation section 130 which calculates an average value Ue and a standard deviation σe of the energy consumption rate for unit period in an evaluation period, determines a standard deviation σp to be obtained when an ability index to be determined based on the standard deviation σe is a target ability index, and calculates a moving amount of an average value Up, on condition that a lower reference value Lp to be determined based on a predetermined criterion moves so as to be coincident with a lower reference value Le of a probability distribution to be determined by the average value Ue and the standard deviation σe, on a probability distribution to be determined by the average value Up(=Ue) and the standard deviation σp, to determine the calculated moving amount as the amount of reduction of energy consumption rate.SELECTED DRAWING: Figure 1
