PROBLEM TO BE SOLVED: To provide a method for constructing a water-resistant layer excellent in adhesive property with an asphalt mixture to be paved and having high durability, the water-resistant layer, a waterproof material, and an adhesive.SOLUTION: The method for constructing the water-resistant layer includes the steps of: forming a waterproof material layer on a construction surface; and forming an adhesive layer. The waterproof material contains a polyurea resin, and the adhesive contains a thermoplastic resin having a group which reacts with polyisocyanate or polyamine, and asphalt. The method for constructing the water-resistant layer; the water-resistant layer constructed by the method; the waterproof material containing the polyurea resin, a tackifier, and the like; and the adhesive containing the thermoplastic resin having the group which reacts with the polyisocyanate or the polyamine, and the asphalt are provided, thereby solving the above-described problem.
