PROBLEM TO BE SOLVED: To provide an electronic certificate management system, an electronic certificate utilization terminal suitable for the electronic certificate management system, and an electronic certificate management method that are capable of further improving reliability of an electronic certificate.SOLUTION: An authentication gateway 30 issues an electronic certificate on the basis of application information and manages the issued electronic certificate. The authentication gateway 30 comprises: a corporation information determination unit 33 that acquires corporation information and a specified corporation number included in the application information from the application information, and determines validity of the corporation information included in the application information on the basis of the degree of agreement between corporation information acquired from a corporation information management device as one corresponding to the specified corporation number and the corporation information included in the application information; a certificate issue unit 36 that issues an electronic certificate based on the application information correspondingly to a result of the corporation information determination unit 33 determining that the corporation information included in the application information is valid; and a history registration unit 42 that registers, as a history, the issue of the electronic certificate in a history DB 453.SELECTED DRAWING: Figure 4
