An object of the present invention is to identify where a short circuit occurs in a stator of a rotating machine or a winding in a rotor in which concentrated winding is applied to teeth. A magnetic field generated in three-phase windings 24U, 24V, and 24W wound for each tooth 22b is measured at predetermined intervals d along the extending direction of the tooth 22b by using a magnetic field sensor 6. The direction of the magnetic field measured by the magnetic field sensor 6 is determined by comparing the phase difference between the AC current ACI flowing through the three-phase windings 24U, 24V, 24W and the output voltage Vs at each measurement position ti. Is compared with a preset threshold value to determine whether or not a short circuit has occurred in the three-phase windings 24U, 24V, 24W.
