PROBLEM TO BE SOLVED: To acquire the congestion monitoring information of a road by monitoring the traveling of a forward vehicle without requiring any special facility such as installing a photographing device along a road just like a conventional manner, and to easily acquire congestion information on the road on the basis of this at low costs.SOLUTION: A portable information terminal 200 mounted on a vehicle 10 photographs the brake lamp of a forward vehicle, and when detecting the lighting of the brake lamp from the image, determines the presence/absence of congestion on the basis of a predetermined condition, and when determining that there is the congestion from the result of determination, transmits congestion monitoring information (including position information, time information and speed information) acquired from a navigation device 300 via a base station 40 to a server 50. The server 50 tabulates the congestion monitoring information transmitted from the portable information terminal 200 in a real time to generate congestion information.
