PROBLEM TO BE SOLVED: To efficiently use a traveling object using electricity as a drive source as a mobile store which circulates in a town in a traffic system in which the traveling object is allowed to automatically operate.SOLUTION: A mobile store circulation schedule creation device receives and collects user demand information of an area related to merchandise from the user terminal of an area or a servicer system for providing area information, and receives and collects event information of the area and road information of the area from the servicer system. The mobile store circulation schedule creation device receives and collects use conditions of the traveling object as the mobile store from a mobile store terminal, and creates a circulation schedule in the area of the traveling object as the mobile store on the basis of the demand information related to the merchandise of the user of the area, the event information of the area, and the road information of the area, and transmits it to the mobile store terminal. Allocation means of the mobile store circulation schedule creation device determines the optimal allocation of the traveling object on the basis of the use conditions of the traveling object and the created circulation schedule.
