[Problem] To provide a technique which, in the case of multiple image signals being transmitted over multiple transmission paths, enables easily minimizing power consumption when images that will not be displayed are detected. [Solution] This frame generation device is provided with: a partition number calculation unit which calculates a number of partitions of a first video signal and a second video signal on the basis of the transmission capacity of each transmission path and the transmission rates of the first video signal and the second video signal; an image partition unit which obtains multiple partitioned signals on the basis of the partition number; and a frame generation unit which generates multiple frames which separately include the multiple partitioned signals.
