PROBLEM TO BE SOLVED: To abolish the use of magnetic cards as passes or transit tickets.SOLUTION: A toll road toll processing system comprises: an entrance card processor writing entrance information on entry to a toll road to an IC card driver's license including an IC memory; an exit processing unit installed at a tollgate, generating transit information for applying transit discount if the tollgate is a transit point, and writing the generated transit information to the IC card driver's license; and a toll calculation unit calculating a toll on the basis of passage information including at least one of the entrance information and the transit information read from the IC card driver's license.
