PROBLEM TO BE SOLVED: To provide an elastic optical path network system which is capable of performing dynamic spectrum assignment at high speed and can be enlarged in scale.SOLUTION: A network controller 13 includes an RSA table 158 indicating the path to which a frequency slot is being set for each link, and performs the spectrum assignment. The network controller 13 also includes: a traffic fluctuation differential calculation section 152 which compares a required slot count matrix of the present time with a required slot count matrix of the last time and defines a result as fluctuation differential information; a decremental deletion calculation section 154 for deleting slots assigned from the RSA table 158 regarding a traffic decreased ground on the basis of the fluctuation differential information; and an incremental assignment calculation section 156 for additionally assigning slots, at a position that is empty in the RSA table 25, to a traffic volume increased ground on the basis of the fluctuation differential information.
