The invention relates to a pollution resistant matting aqueous paint composition and a forming method thereof. The paint is resistant to pollution and weather for a long term and can be well painted on a substrate. The paint composition is characterized by comprising (A) aqueous resin, (B) pigment component, and (C) glycol ether compounds. The glass-transition temperature of aqueous resin (A) is higher than 10 DEG C. The copolymerization ratio of aromatic vinyl compounds is 40 wt% or less. The pigment component (B) comprises coloring pigment (b1), flake shaped body pigment (b2), and body pigment (b3) other than (b2). The solid content of aqueous resin (A) is 100 parts by weight, the (b1) is 5 parts by weight or more, the (b2) is 50 parts by weight or more, the (b3) is 20 parts by weight or more, the (C) is 5 to 25 parts by weight, and the volume concentration of pigment is 35% or more.
