PROBLEM TO BE SOLVED: To provide a local language resource reinforcement device capable of reinforcing local language resources with a simple operation in such a manner that accuracy of language processing is not lowered.SOLUTION: A reinforcement device for a local dictionary 110 of a portable terminal 104 includes: a step 150 using service for utilizing voice translation by communicating on-line with a server 106 using a large vocabulary dictionary 108; a voice translation unit for executing locally by using the dictionary 110 which is smaller than the large vocabulary dictionary 108 in size; and a processing unit 162 for reinforcing a personal dictionary 132 by using a dictionary entry for reinforcement sent from the server 106 when communicable with the server 106. It is also possible that the processing unit 162 performs processing 150 for requesting reinforcement of the personal dictionary 132 of the dictionary 110 to the server 106, and the server 106 responds to the request and sends the dictionary entry for reinforcement.
