The present invention is provided with: a storage unit that stores product specification information in which specification items are associated by categories, and rule information indicating the relationship between the specification items and the control rules; a rule concatenation information generation unit that uses the product specification information and the rule information to generate rule concatenation information in which an execution sequence of the control rules is associated with the relevant specification items and with the relevant control rules; and a rule consistency test unit that detects a conflict and a loop in the control rules using the rule concatenation information.
