A wireless network construction apparatus is provided in a wireless communication terminal and constructs a wireless network with another wireless communication terminal. The wireless network construction apparatus includes a wireless communication unit that performs wireless communication with the other wireless communication terminal, a voting unit that, in a case where the wireless communication terminal is participating in construction of the wireless network, votes for a wireless communication terminal for which participation in the construction of the wireless network is requested, via the wireless communication unit, and a network construction unit that participates in the construction of the wireless network based on the voting result in the case where the wireless communication terminal is the wireless communication terminal that was voted for by the voting unit.
