A conversion apparatus is disclosed herein. The conversion apparatus includes a cutting member with a blade configured to cut a damping material. the conversion apparatus also includes a biasing member which is located adjacent the cutting member such that damping material passes between the biasing member and the cutting member. the biasing member operatively makes contact with the damping material, thereby compelling the damping material against the cutting member. the positioning of the bias member relative to the cutting member is such that, in response to the damping material being moved back to the conversion apparatus, the cutting member begins to cut the damping material, but in response to the damping material. If the damping travels in the dispensing direction, the cutting member does not initiate the damping material due to relative positioning.
