The object of the invention is to develop a method for obtaining of FSSC having high resistance to corrosive environments, low and high temperatures, dynamic overloads, and the use in production of a sulfur-concrete mixture of industrial environmental waste for their utilization and elimination of occupational hazards. The said goal is achieved by a certain sequence, consisting of two stages: stage I - production of sulfur binder - modified sulfur (sulfur copolymer) produced from the lump sulfur acid by means of the vortex bed apparatus (VBA) with maximum capacity of 15-35 m/h; stage II - production of FSSC - at a mobile asphalt plant, sulfur binder and organic additives with inert fillers are mixed and heated (temperature no higher than 120°C, for 20-30 minutes): drilling sludge, basalt fiber and construction sand, resulting in melting of the modified sulfur (sulfur copolymer) in the environment of organic additives and inert fillers, for disperse reinforcement and composite.
