The present disclosure relates to a vehicle network control center (VNCC) (106) that is operatively coupled with a vehicle navigation system (VNS) (102) that is configured in a vehicle. In an aspect, the VNCC (106) can include a route information receive module (252) that receives a potential route (source/destination information) from the VNS (102), an ISP status determination module (254) that determines status of one or more of a plurality of Infrastructure Service Points (ISPs) that fall on the potential route, and an ISP status transmission module (256) that transmits the determined status of the one or more of the plurality of ISPs to the VNS (102) that is configured in a vehicle, based on which the VNS (102) decides whether or not to accept the potential route.
