Disclosed are a steel scrap preheating type electric arc furnace and a method for improving a heating cold area of a side wall charging electric arc furnace. The electric arc furnace comprises an electric arc furnace body (1) and an obliquely arranged steel scrap preheating chamber (4) wherein an included angle between the steel scrap preheating chamber (4) and the horizontal plane is 30???? to 65???? the steel scrap preheating chamber (4) is connected to the electric arc furnace body (1) and is provided with a dust collecting pipe chamber (5) at the upper end thereof the steel scrap preheating chamber (4) is provided with a blocking tooth rake (3) and a drive mechanism (9) is provided below the blocking tooth rake (3); and a flue gas enters the steel scrap preheating chamber (4) penetrates through the blocking tooth rake (3) and steel scrap and is withdrawn by the dust collecting pipe chamber (5) so the steel scrap is preheated and then the blocking tooth rake (3) is opened and the preheated steel scrap slides to the centre of the electric arc furnace body (1) along a tank bottom of the slant steel scrap preheating chamber (4). The method of matching the steel scrap preheating chamber (4) with a large inclination angle with the blocking tooth rake (3) is adopted to change the falling angle of the steel scrap thereby solving the problem of material piling towards a side of the side wall charging electric arc furnace reducing the impact force of the steel scrap to equipment and greatly improving the reliability of the equipment.
