According to the invention, the material consists of a matrix of epoxy resin with a hardening agent, reinforced with bulrush fibers, as a biodegradable material, where, a test sample of the claimed composite material is prepared using an amount of 150 ml of resin, 50 ml of hardening agent and a number of 8 layers of bulrush, the resulting composite material exhibiting the following mechanical properties: vibration damping factor per mass unit μ=14.398 (Ns/m)/kg for the free length of a test sample of 180 mm, first mode vibration frequency ν=40.956 sfor the free length of a test sample of 180 mm, at a width of 30 mm, a thickness of 5 mm and a total length of 220 mm, the free length of the test sample being of 180 mm and its mass of 15 g, a density of 454.545 kg/m, specific mass of 0.068 kg/m, bending stiffness of 0.382 N/m, vibration damping factor per length unit C=1.958 (Ns/m)/m, equivalent dynamic elastic modulus E=1227 MPa, loss factor η =0.112 and fracture strength in the range of 50...60 MPa. The process, as claimed by the invention, consists in mixing the resin and the hardener in a mixing vessel, making a temporary parallelepipedal mould consisting of a base plate (1) on which two cross frames (2) and two longitudinal frames (3) are placed and silicone-glued to the plate, placing inside the frame 8 layers of bulrush (4) for reinforcement purposes, pouring the resin into the mould and leaving it to cure at a temperature of 20°C, for 24 h.
