An apparatus for inhibiting growth of cells that divide rapidly in a target region beneath the surface of a body (10) comprising: a guide elongated biocompatible field having a proximal end and a distal end, and having a dielectric insulator having an impedance which is significantly higher than the impedance of the body (10) or a metal having an impedance which is significantly lower than the impedance of the bodies (10), wherein the proximal end is configured to be positioned near or above the surface of the body (10) when the distal end is positioned below the surface of the body (10) adjacent the objective and deeper region below the body surface (10) that the proximal end ; a first electrode (11) configured to be positioned on the body surface (10) on a first side of the field guide; a second electrode (11 ') configured to be positioned on the body surface (10) on a second side of the field guide and the same side of the body (10) that the first electrode (11'); and an AC voltage configured to generate an AC voltage having a frequency between 100 kHz and 300 kHz between the first electrode (11) and the second electrode (11 '), wherein the AC voltage and the impedance of the guide field have values that result in the formation of an electric field in the target that inhibits the growth of cells that divide rapidly region.
