A communication network in which access prioritization is provided for domestic base stations operating using a hybrid access mode, the communication network comprising: a plurality of domestic base stations operating using a hybrid access mode; a mobile communication device comprising: means for receiving (23, 25) information that identifies a closed subscriber group, CSG, associated with a domestic base station that operates, using a hybrid access mode, in which access to members and non-members of the CSG; means for identifying (27, 43) the CSG associated with said domestic base station from the information received; means for determining (27, 43) if the mobile communication device is a member of the identified CSG associated with said domestic base station; means for generating (27, 42) a message comprising a measurement report and that includes an indication of whether the mobile communication device is a member of the identified CSG, depending on a result of a determination made by the determination means; wherein when said mobile communication device is not a member of the identified CSG but has access to the associated domestic base station the measurement report includes an indication that said mobile communication device is not a member of the identified CSG, and when said device of mobile communication is a member of the CSG identified the measurement report includes an indication that said mobile communication device is a member of the identified CSG; and means for sending (23, 25) said generated message to a base station to which the mobile communication device is connected; an additional base station whereby a plurality of mobile communication devices can be connected in the communication network, the additional base station comprising: means for receiving (51, 53) the measurement report generated from the mobile communication device when it has a Connection established with the base station.
