A binder composition that is free of Portland cement and comprising: (a) ground granulated blast furnace slag (GGBS) in an amount of 30 to 60% p. by weight of the binder composition on a dry solids base; (b) basic oxygen slag (BOS) in an amount of 30 to 60% p. by weight of the binder composition in a dry solids base, and (c) an alkaline inorganic waste material selected from bypass powder (BPD), cement kiln powder (CKD) and mixtures thereof in an amount of 3 at 12% p. by weight of the binder composition on a dry solids base.
