Hinge for a pivoting window (1) or a pivoting door with a frame (2) and a sheet (3) that can be tilted with respect to the frame (2) whereby a part of the sheet (3) can turn outwards and a part of the sheet (3) can rotate inward, where the hinge (6) comprises a frame part (7) that is intended to be fixed to the frame (2) and a sheet part (8) that is intended to be fixed to the sheet (3), with a scissor mechanism (9) between the frame part (7) and the sheet part (8) on which the sheet part (8) is fixedly articulated around a rotation axis (X-X '), whereby in the first phase of the oscillation movement of the blade (3), the scissor mechanism (9) becomes operational, thus moving the rotation axis (X-X' ) in a direction essentially transverse to the plane of the frame (2) in a locked position whereby the axis of rotation (X-X ') is at a distance from the frame (2) so that the axis of rotation (X- X ') is a fixed axis alr about which the blade (3) can also oscillate in a second phase of the oscillation movement of the blade (2), characterized by the fact that the scissor mechanism (9) comprises two arms (10a; 10b) which are connected by a groove bolt connection (11), whereby the groove (11a) has an arcuate shape and the bolt (11b) has a corresponding curved shape that is movable in the groove (11a), whereby one of the two arms (10a) has a fixed point of articulation (12) in the part of the frame (7) and has one end (13) that is movably secured in a groove (14) of the leaf part (8) whereby the other arm (10b) has a fixed articulation point (19) in the part of the blade (8) coaxial to the axis of rotation (X-X ') and is movably fastened in a hole of sliding (20) in the frame part (7) and whereby the groove (14) of the leaf part (8) comprises a straight piece (14a) with an arcuate connecting piece (14b), so which during the first phase of the swing movement, the end of the arm (10a) in question moves in the straight piece (14a) and during the second phase of the swing movement in the arched piece (14b).
