A delivery server includes: a receiving unit for receiving,from a mobile terminal, a request for a reading process of agas meter as a meter target; a calculation unit for performinga meter reading process according to the request to calculatethe gas fee for a customer in the current meter reading month;a payment situation check unit for checking, from the paymentsituation of the storage unit, the gas fee payment situationfor the customer prior to the current meter reading month basedon the request, and reading the unpaid gas fee from themanagement unit, when the gas fee is unpaid; an issuing unitfor issuing invoice information including the gas fee in thecurrent meter reading month and the unpaid gas fee; and atransmission unit for transmitting the invoice information tothe mobile terminal.
