In an example, the disclosure provides for receiving a codedvideo sequence comprising encoded pictures of a video sequence and receivingtiming parameters for the coded video sequence that include an indicationof whether a picture order count (POC) value for each picture in thecoded video sequence that is not a first picture in the coded video sequenceaccording to a decoding order is proportional to an output time of the picturerelative to an output time of the first picture in the coded video sequence inavideo parameter set (VPS) syntax structure referenced by the coded videosequence.Another example provides for encoding pictures of a video sequenceto generate the coded video sequence comprising the encoded pictures andsignaling timing parameters for the coded video sequence by signaling theindication in the VPS syntax structure referenced by the coded video sequence.
