A method for retrofitting an oil tank in a non-excavated way, comprising: applying a composite reinforcement layer (2), in the form of a prefabricated part, over the inner surface of the body (3) of the oil tank via an adhesive layer (1), the composite reinforcement layer (2) comprising a framework layer (21) and a glass fiber reinforcement layer (22) overlying the framework layer (21), the framework layer (21) comprising frameworks (211) and through cavities (212) being located among the frameworks and used for arranging oil and gas leakage detection elements; and applying an oil and gas barrier composite film layer (4), in the form of a prefabricated part, over a side of the composite reinforcement layer (2) opposite to the body (3) of the oil tank via an adhesive layer (1). Thus, an existing single-layer tank can be easily retrofitted to a double-layer tank with excellent performance; high requirements on integral strength of the oil tank are satisfied; the oil and gas barrier performance is enhanced; working procedures are simplified, the construction time is shortened, and the work efficiency is improved; in addition, occupational injury due to constructers contact with the traditional solvent type materials over a long period of time is avoided, and the construction safety is greatly improved.
