Disclosed are a COB full-color LED light-emitting panel and a manufacturing method thereof. The LED light-emitting panel comprises a three-color LED chip (5), LED lamp pads (3), a gold wire (6), a transparent colloid (7) and a first PCB (1), a second PCB (2), and a drive circuit (9) disposed on the first PCB (1). The first PCB (1) comprises a first surface (11) and a second surface (12) that are opposite to each other. The drive circuit (9) is disposed on the first surface (11) of the first PCB (1). A plurality of sets of LED lamp pads (3) are disposed in an array on the second surface (12) of the first PCB (1). The second PCB (2) is provided with circular apertures (4) arranged in an array, and the second PCB (2) is laminated with the first PCB (1). The array of the circular apertures (4) and the array of the LED lamp pads (3) are corresponding and laminated to form an array of circular recesses (8). Each circular recess (8) corresponds to a set of LED lamp pads (3) which are encapsulated to form one LED lamp in each circular recess (8) at the bottom thereof. The LED lamps are evenly arrayed on the PCB to serve as pixels on the full-color LED light-emitting panel. The LED light-emitting panel is applicable to indoor and outdoor small-spaced full-color display.
