Disclosed are a secure element management method for an NFC mobile payment terminal and a terminal. The method comprises: sending, to a server, an NFC service opening request carrying a target eSIM card identifier; receiving an NFC service opening notification generated by the server in response to the NFC service opening request, and acquiring a secure element rule control program sent by the server; and storing the secure element rule control program to a target storage space associated with the target eSIM card identifier, so as to complete the management aiming at a secure element of a target eSIM card. Also disclosed is a corresponding NFC mobile payment terminal. By means of the technical solution provided in the embodiments of the present invention, an NFC service originally deployed based on an entity SIM card can be smoothly migrated to an NFC service deployed based on an eSIM card, and the realization possibility of applying an NFC to an eSIM terminal is increased.
