The disclosed resonant optical reflector (12) comprises a dielectric substrate (44) and a plurality (46) of thin layers that are made of dielectric materials and are stacked on said substrate (44) between a first thin layer (48) which is in contact with the substrate (44) and a last thin layer (50) which has a free incident surface (16) that is to be illuminated. In order for the incident surface (16) to be illuminated at a predetermined angle of incidence (θ0) and wavelength (λ0) in the total reflection mode of the resonant optical reflector (12), the refractive index and the thickness of the first thin layer (48) are selected such that said first thin layer forms a new equivalent zero-admittance substrate (52) along with the substrate (44), and the stacked thin layers from the second layer (54) upwards are adapted to each other in such a way as to form a quarter-wave mirror (56).
