Provided is a non-excavation type reforming method of an oil tank, comprising: covering the inner surface of a tank body of the oil tank with a composite reinforcing layer by means of a bonding glue layer in the form of a release fabricated part; and covering one side, opposite to the tank body, of the composite reinforcing layer with an oil-gas barrier composite film layer by means of the bonding glue layer in the form of a fabricated part. In this way, the existing single-layer tanks can be reformed into double-layer tanks conveniently; the requirements for a higher whole strength of the oil tanks can be met; the barrier performances to oil and gas are improved; and the working procedures are simplified. According to the construction method where the materials and adhesives used are all prefabricated outside the tank, in-tank construction with zero solvents is completely realized, occupational injuries of construction staff caused by contact with conventional solvent-type materials for a long time can be avoided, and the construction safety and the environmental safety are improved.
