The present invention is to provide a DC high-voltage, high-capacity contactless switching device, and a secondary battery charging and discharging power supply using the DC high-voltage, high-capacity contactless switching device, in which turning-off at one side and turning-on at the other side are simultaneously performed for simultaneous switching between charging and discharging in the power supply provided with a secondary battery so that continuous switching is performed instantaneously. The present invention comprises: high-voltage and high-capacity first and second battery banks in which a plurality of secondary batteries are connected in series and in parallel; a discharging unit for connecting one battery bank of the first and second battery banks to a load side while blocking the other battery bank from the load side; a charging unit for connecting the other battery bank of the first and second battery banks to a charger side while disconnecting the one battery bank from the charger side; and a gate controller for controlling switching operations of the discharging unit and the charging unit, wherein the discharging unit and the charging unit employ a contactless switching method.
