An improved full-automatic sodium hypochlorite generator system and an implementation method. The system comprises a salt dissolving device (1), an automatic proportioning device (2), an electrolysis device (3), and an adding device (4). The functional devices are sequentially connected in series, are each internally provided with a control unit, and are in signal connection with a PLC console (7) by means of data cables (6). The system further comprises a network user station terminal (8). The network user station terminal (8) is in signal connection with the PLC console (7) by means of a data cable, and also conducts interactive wireless data communication with an extranet monitoring system (9). The salt dissolving device (1) comprises a stepped salt dissolving means; the automatic proportioning device (2) comprises a liquid constant flow controller; and the electrolysis device (3) comprises an integrated anti-scaling electrolysis means.
